MPEG LA is responsible for the license agreement. The highlight here are:
對Codec Manufacturer: 每年10萬個decoder/encoder以下者no royalty, 第一個10萬以後, 每個unit需US$0.2
對Service Provider: 採Subscription-based的方式要付royalty但每年100,000 subscribers以下no royalty, Free Television也要付royalty$2,500~$10,000
